Jeffrey J. Smalls | President, CEO
Jeffrey Smalls is President and CEO of Smalls Electrical Construction, Inc. Mr. Smalls was born and raised in Brooklyn, New York. He graduated from W.E. Grady High School in 1989 and attended New York City Technical College where he studied Electrical Technology.
While in college Mr. Smalls gained his experience working as an electrician for several large electrical contractors before becoming a foreman where he was responsible for the completion of projects totaling $40 Million.
Mr. Smalls also attended Boro of Manhattan Community College and New York University. He received his Master Electrician’s License in 1997, becoming the youngest licensee in New York City. That same year he founded Smalls Electrical Construction, Inc., whose primary customers include the Port Authority of New York and New Jersey, MTA-New York City Transit, and the New York State Department of Transportation.
Mr. Smalls serves on the Executive Board in the capacity as Secretary for the Conference of Minority Transportation Officials. He is also the Chair of the Fund Raising Committee Friends of COMTO-NY. He is a member of the Association of Minority Enterprises of New York, the Building Trades Employers’ Association, the National Minority Business Council, the New York Electrical Contractors Association and the National Electrical Contractors Association. Smalls Electrical Construction, Inc., is also a member of the International Brotherhood of Electrical Workers, Local Union #3.
Jeffrey Smalls has been selected as one of the 40 Under Forty honorees by The Network Journal for 2007. In addition, Smalls Electrical was recently chosen as one of the 100 fastest-growing inner city companies nationwide by ICIC-Inc. Magazine for 2007. Mr. Smalls was named as one of Crain’s New York Business’ Top Entrepreneurs’ for 2006, placed #38 on the Top 100 Specialty Contractors in New York by New York Construction Magazine for 2006, also honored as “2006 Emerging Contractor of the Year” by the New York State Association of Minority Contractors.
Michael Richman | Controller
Mr. Michael Richman has over 20 years experience in project management, cost accounting and financial controls in the construction industry.
Before joining Smalls Electrical Construction, Inc., Mr. Richman served as payment manager/project accountant for RailWorks/LK Comstock companies, a leading provider of construction, maintenance and material solutions for the transit and rail industries with revenues exceeding $350 million.
During his tenure with RailWorks’ companies, Mr. Richman also served as Assistant Controller for F&V Metro Contracting Corp. and, sister company, V & R Electrical Contractors, Inc.
Mr. Richman also served as a Controller for CCM Construction and Independent Temperature Controls, Inc., contractors in the metropolitan construction industry.
Mr. Richman began his construction career holding various project management/ cost control positions with Laquila Construction, Wise Excavating, Slattery Associates, Livel Mechanical, Grace Contracting, and El Sol Contracting.
Mr. Richman holds a Bachelor of Science in Business and Economics from Lehigh University and a Masters in Business Administration from Hofstra University. He resides in Commack, NY with his wife and two children.
Jon Siegel | Project Executive
Mr. Jon Siegel is Project Executive of Smalls Electrical Construction. Mr. Siegel has over 18 years of municipal construction experience on schedule driven multi-trade capital construction projects. Mr. Siegel has steadily advanced his career from a Procurement Manager to become Project Executive at Smalls Electrical Construction. During his career Mr. Siegel has personally been involved in the successful bid development and management of over 25 capital construction projects with a combined overall value of over $300 million dollars. In his role as Project Executive, Mr. Siegel’s responsibility is to oversee and direct the organization’s management teams on all capital construction projects. He is also responsible for overseeing bid development, contract negotiations, and client interaction.
In addition to this position Mr. Siegel also sits as a Trustee on the Board of Education for one of Long Island’s largest school districts where he resides with his wife and three children.
William T. Quinones | Superintendent
Mr. William Quinones has served in the Electrical Contracting Industry for over 23 years. Before joining Smalls Electrical Construction Inc., he served the industry as Vice President as well as Master Electrician License holder for multi million dollar electrical projects.
Mr. Quinones started his career in 1985, working in the electrical construction trade for a small family-owned electrical contracting firm in Long Island, NY. He continued working in the industry developing his skills, while taking great pride in finishing all that he started.
Mr. Quinones also worked for a large union electrical firm (Railworks / L.K. Comstock and F & V Metro / Impulse Electric) to run some of their large New York City Transit projects. During his tenure Mr. Quinones successfully completed the $44 million Jackson Ave Substation and the $18 million Grand Central Station Rehabilitation, to name a few.
Mr. Quinones obtained his Master Electrician’s License for Suffolk County in 1995 and for New York City in 2001. Quinones graduated from Seabee College at the Construction Electric (CE) A- School in Porte Hueneme, California, Naval Marine / Seabee Academy.
Mr. Quinones also actively serves the industry as an instructor for the Transit Skills Course at the IBEW local union #3 training facility.
Ingrid Callender | Executive Secretary
Ms. Ingrid Callender’s experience as an Executive Secretary and Office Manager expands over twenty five years. Ms. Callender brings that extensive background to Smalls Electrical Construction.
Throughout her career, Ms. Callender has worked with some of the top Fortune 500 companies – AT&T & Lucent Technologies, in their executive office positions and also working in their public relations and labor relations departments. Prior to joining Smalls Electrical Construction, Ms. Callender held the position of Executive Secretary to the former Chairman of the Board / Senior Advisor for Lucent Technologies. From scheduling corporate travel both international and domestic, to calendar management, Ms. Callender played a vital role in Lucent’s daily corporate activities. For the past seven years at Smalls, Ms. Callender has overseen the daily administrative functions for the office. She is also experienced in preparing certified payroll and securing certifications from municipal and government agencies.
Ms. Ingrid Callender is also a notary public for the State of New York, County of Kings.
